I don't fully understand your question, but here goes. Cuba does the most with the fewest resources. The Dominican Republic enjoys the greatest MLB presence outside of the United States, with a fully loaded Summer League in which all MLB teams operate a team or two. Japanese baseball teams are an advertisement branch to their parent corporations; you may not have noticed that Japanese teams are named after companies and not the cities they play in. South Korea and Chinese Taipei (aka Taiwan) use the same corporate administration system used in Japan. Asian leagues don't necessarily promote baseball as much as advertising everything from newspapers to lunch meat to tires. Venezuela's MLB presence is shrinking due to its political situation and high crime rate. Mexico has one the largest professional leagues in the world and has a prominent winter league, but the Mexican media is heavily biased towards soccer, because their media conglomerates own many of the soccer teams in Mexico. To answer your question, MLB does the most to advance the game of baseball; they are using their resources and expertise to promote the game around the world.
