It depends.

The writers who get votes get a ballot. They can vote for as many players as they like, and after all ballots are in, the people who get in are the ones with a predetermined pecentage of votes. Really there is no limit to how many they can vote in, but rarely do you see more than three or four from the ballot.

The Veterans comittee votes players in thier own way, and do not use a set ballot.
