1) Removing the mound would be dumb, although it would probably be a batter advantage as the pitches get to throw down with the mound creating more speed.
2) They wouldn't do that in the MLB as they don't have a shortage of umpires. They only do that in kids leauges and some high school aged leauges because sometimes the base umpire doesn't show so the plate umpire can still see the pitch from the pitches view and call the bases at the same time.
3) Having a pitcher run up, would throw them off balance and add on some more speed, and if they were to get off balance it would cause more injurys from the increased speed by getting HBP.
